The confusion is understandable because both approaches often look faster from the outside. A reader moving smoothly through a page may appear to be skimming even when they are carefully processing every sentence.
The key distinction is simple:
- Grouping words means reading all the words while processing them as meaningful units.
- Skimming means intentionally reading only part of the text or giving some parts much less attention.
Consider the sentence:
The committee reviewed the proposal after several weeks of discussion.
A phrase reader may naturally process it as:

Nothing is omitted. The words are simply organised into larger language units.
A skimming reader, however, might focus on only a few elements:
committee… proposal… weeks of discussion
The general idea remains, but much of the sentence structure and nuance disappears. Phrase reading works because language is naturally organised into chunks. Readers do not normally interpret every word in isolation. Instead, they connect related words into meaningful units that reflect grammar and meaning.
Sentence structure stays intact
When readers process phrases, they preserve relationships between ideas. Subjects remain connected to verbs, descriptions remain connected to nouns, and cause-and-effect relationships remain visible.

Skimming often weakens those relationships because attention is directed primarily toward keywords and main ideas rather than the full sentence construction. Phrase reading keeps attention on the entire statement. This does not make skimming a poor strategy. It simply means it serves a different purpose.
